『ヤッターマン』の3悪・ドロンボー一味を操り、歴代の善玉に戦いを挑むシューティングゲーム。
本作に登場する歴代3悪のメカは、外装はそのままだが、中身は最新メカに改造してあるという設定である。
プロデューサーの大山誉展によると竜の子プロダクションとゲームを作りたいと思い、同社に「タイムボカンシリーズで、シューティングゲームを作りたい」という話を持ち込んだことがきっかけであるという。
